What is youtube partner program?
 

I noticed that is mentioned few times on this board,but not sure what exactly it means.Does it maybe means how if your video have certain number of views google can give you partner account and then you get 4$ per 1000 views or it is something else?

You get paid when people click on the banner on and next to your video.

Last I read about it it was by invitation only. You had to have a certain amount of visitors and views as well as original videos and not make troubles for them by uploading copyrighted material.

It's Google ads on and on the side of your videos.
I was asked to join after my video got over a million views. Now I make $2 a day.

1000 funny cats and that's a livin... seems like a lot of work though
