I did notice prechecked xsale rebill amounts have gone up from $39.95 to $49.95.

Hefty payouts are still there, but how are people converting on them? I for one have seen ratios slip to pretty bad rates lately despite the high payout.

it would be safe to say that a high PPS rate is very important for new affiliate recruitment - the cats who already have the game down (e.g. WiredGuy) know which sites/programs to push and care less about the per-sale payout.
