Yep, sure is except in certain states. Any kind of offshore gaming license will cost you at least $50K, plus the software; maybe $100K if you are lucky, plus all kinds of wild hosting and if you are resident or citizen of the USA, regardless of where you actually live, you will be prosecuted like crazy. Nice idea but forget it!

Wherever you are a legal resident are the laws you need to follow. Gambling laws tend to change by state from what I've noticed. i.e. in Florida it says any bets placed by wire is illegal.

It is an incredibly expensive undertaking but can be done. Look at Full Tilt Poker. It is so obvious that Howard Lederer, Phil Ivey and others make a ton of cash and own the company.

They have just decided to take a risk because of the massive profits involved and so far have not been prosecuted. Many others have not been so lucky.
