It is for sure one of the best and the easiest to use as well as the easiest to find themes for etc.
if you need a good theme designer let me know.

To answer your question, yes, it is, but not in the pure form like it comes. The best one is highly modified or even completely rewritten Wordpress.

Id there another blog program other than Wordpress? it does all you could ever want to do and then some. Some good Adult skins out there as well.

You can use wordpress, but you can also use drupal.
Drupal is also very good, when you configure it how it need to be.. There is a lot of content management scripts which can be used to serve as blogs.. Diferences are based on platform, database type, licenses,... and flexibility. I hope i help
