Why do program owners not exchange affiliate info to find out who is behind these type of sites? They also promote sites with IDs so its easy to track/trace them and blacklist them

finally I found out that most sponsors dont really care because THEY still make money, and this was part of the whole branding building for them.

The didn't care that affiliates were fucked by this.. but since they still make money, they just didn't waste energy with it.
