She had degenerative bone cancer and lost the use of her lower back/back legs saturday night. We said if she ever got to where her quality of life diminished, we'd do the right thing and that was pretty much it. Since she's been going downhill the past 4 months we've taken her out for ice cream during that time. Poor thing was probably expecting a treat after the car ride rather than what she got. :(

there are always going to be scammers of every system the government puts out there, in California it's real bad. when illegal aliens can collect it, with the other cost from city and county services costing LA county about a billion a year. All because LA is a sancutary city and California pays more for welfare than any other state I believe. I know we'll never get the problem taken care of because now LA county is over 50% latino.

But we'll just keep moving on spending the money for that instead of properly funding our schools, the schools here suck compared to other parts of the US

SEATTLE -- A Seattle chiropractor and his wife live in a $1.2 million waterfront home and have spent the past eight years flying to Moscow, Paris, Israel, Turkey, Mexico and the Dominican Republic.

All the while, federal authorities say, the couple was collecting more than $100,000 in welfare.

Now, the U.S. attorney's office is suing David Silverstein and Lyudmila Shimonova, accusing them of filing false claims and demanding that the couple pay back more than $135,000 in federal housing assistance since 2003. Prosecutors are also seeking tens of thousands of dollars in fines.

In gaining Section 8 housing assistance, Shimonova represented that she lived alone with her two children and that her household assets were less than $5,000. Silverstein received the monthly benefits of $1,272 as Shimonova's purported landlord, the government said.

Shimonova also received benefits under the federal Temporary Assistance for Needy Families program, as well as Social Security cash reserved for people who can't work due to age or disability and whose assets fall below a certain threshold ? $3,000 for a married couple or $2,000 for a single person, the complaint said.

"Defendants have separately and, it appears, in conjunction with one another made false representations to various state and federal agencies in order to obtain federally funded benefits," assistant U.S. attorneys Harold Malkin and Kayla Stahman wrote.

Meanwhile, they were traveling the world, according to Department of Homeland Security records.

Michael Radyshewsky, a federal welfare fraud investigator, wrote in an application to search the couple's home that they took weeklong trips to Moscow in 2003, Dominican Republic in 2005, and Mexico and France in 2009. In 2007, they went for 12 days to Israel, and this past June they took a two-week trip to Turkey.

Silverstein said Tuesday his lawyer asked him not to comment, and his lawyer, David Allen, did not immediately return a message. The home did not appear to have a listed phone number, and Shimonova's lawyer, Michele Shaw, did not return an email seeking comment.

The investigation included surveillance of the three-bedroom, 2,300-square-foot home on Lake Washington, during which agents observed his black Jaguar parked there frequently.

Though Shimonova had claimed she was single and lived there alone, Silverstein listed it as his residence on his driver's license and passport application, the prosecutors said.

But in documents filed so that he could receive the housing assistance, he listed his office as his residence to conceal that he was living with Shimonova ? not her landlord, they said.

Furthermore, it appeared clear that the pair was actually married. Silverstein wrote on the website of his chiropractic business: "On a personal note, I am happily married with two children, whose careers are in medicine and Middle Eastern studies. As a family, we all enjoy snow-shoeing, mountain climbing and ocean sports."


A report of the Jewish Federation of Greater Seattle for the 2010 fiscal year listed "Mila and Dr. David Silverstein" as donors.

In addition to failing to disclose the marriage or living situation, Shimonova also failed to disclose bank accounts in her name containing tens of thousands of dollars, prosecutors said.

The lawsuit seeks to have the couple pay $11,000 in fines for each false claim the couple made. The U.S. attorney's office declined to comment on whether criminal charges are forthcoming.

How is this for a step in thee right direction that maybe everyone can agree on - how about saying the tax payers aren't going to send you a check while you're a fugitive? When I was bounty hunting a good way to find a fugitive was to show up when they came in for public assistance.

That seems like it should be a no brainer and implemented already. Yes, if you are on the run for being convicted in a court of law for a crime(s), you should not be able to receive any social services. This comes from a guy who wants to see everyone have a free education, medical care, and the means to live if unemployed or disabled. I can't believe that's even allowed to happen!

Not knowing much about the American system - Canada has an extremely tight welfare system and each year seem to be adding more security standards to avoid this. Is it perfect? No - but they are catching more fraud and bogus accounts. All government systems are being tied together so welfare can verify accurate information such as housing - cars - medical - income with one click authorized verification system.

The system is needed for those that in extreme circumstances that have no other choices - but partial blame needs to be given to the government for not checking the honesty of their citizens since the government is being held accountable for the monies given to them by taxpayers.

Don't get me wrong here, but there are people who abuse the system and and people who neglect the system.

But in this case this I think this woman was just completely nuts. Seems to me she filed the paperwork to start the welfare, it was incomplete, and when they tried to contact her they were unable to, and she missed a number of appointments they had set up to meet with her. Seems to be a case of she filed the paperwork but failed to follow through on anything, and then went nuts and shot her kids and killed herself. Sorry, you don't kill our kids because you couldn't get welfare - you kill your kids because your a nut job.

At the same time... In that article it says the application for welfare is eighteen pages long? Really? I'm guessing that the people who need the welfare the most are not the brightest people in the world, and trying to get them to fill out eighteen pages of paperwork is difficult at best...

I think you'll find a lot of the people who need it are mentally not capable of filling out 18 pages of application questions, I agree. I also think even the average person would have trouble filling out an 18 page government application.

Then, you have the people like in your original post, and the friend you mentioned, who are smart enough to get over on the system but don't deserve the benefits.

This is the type of abuse that needs to be stopped. Both abuse of the system, and abuse of those who should receive benefits but are denied for the reasons above.

The woman mentioned in my link obviously had mental issues, whether they were constant or just a result of the stress and frustration of not being able to feed her kids, who knows. Maybe that's why she did it? She figured that it's better to kill all 3 of them fast with a bullet rather than starve to death...who knows.

If the people mentioned in this article sold their home for a million bucks and gave up their trips abroad, they could have a half-decent welfare-free life somewhere else.

being from seattle and knowing a few people that have houses on the water i will fill in something that this article doesnt cover.

some parts of the lake were developed almost a hundred years ago, when it wasn't a desirable place to live. some of these houses are in terrible states of disrepair but are still valued well into the millions because the land values have gone up thousands of percent over the last few decades. without knowing more about the house, its really hard to get behind the people bashing these people.

some clearly not as sly older people on the lake have lost their homes after being forced out by exorbitant properties taxs, because the rich wanted their lake front land.

there are people that cant even fill out a single page 1040EZ without help.
