just an example: all crimea speaks russian. Ukraine made a law all the movies should be translated to ukranian only. Crimean local government made a law they could translate movies back to russian. If ukraine would be more tolerant to other nationalities living there no one would run away to russia.

1. it was russia till Hrushev gave it away to ukraine republic (part of ussr) in 1956 because ukraine had road to crimea.
