Of course, if he wants tougher sanctions he doesn't have to veto it. He can pick up the phone and speak to Ryan and McConnell and ask for an amendment or amendments that change the bill and make it tougher. They can vote and pass those and he can sign.

The vote was delayed weeks from the Senate to the House because the Whitehouse was negotiating for more lenient sanctions on Russia so the bullshit lie from Trump about a veto to be tougher on Russia is just that... a bullshit lie.

Agreed. If he vetos it he will start "negotiating" a better deal and somehow that deal will never manage to materialize.

He is likely saying this hoping if he were to veto it with that reason his party would support him. I don't think they will, at least not without him sitting them down and giving them a solid outline of what he wants added and the odds are there are no such additions.
