My son just changed his a company he worked in (he's a Java coder). He could earn a half more, but only in case if he relocates to the EU. He decided to stay in Moscow for a lower salary, because he's used to live here. Here is his family and his friends (even his buddy from South Korea lives here). He knows and loves Moscow and he just don't want to live in some Prague.

As I said, it depends on the initial location. Course most Mexicans will go to the States (a single jump and you are there). Most people from the old Soviet Union republics will prefer Russia. Look at Armenians for example. I've seen a lot of them in LA - for some reason they love that city (Cher, Kardashians etc). But most of them will prefer Moscow or Sochi. The same applies to other post-Soviet nations. They live by near, they know Russian language and Russian culture. Many have relatives here.
