Good Lord. It says the rumors propagate through casual conversation, which is a fact. The WH wants to know about the substance of the rumors, not the names and addresses of the casual conversants. Are you seriously this goddamn stupid?

Yeah, I don't think the administration is looking to punish anyone. They are simply interested in seeing if the emails and ideas are indeed simply public opinion, which would be totally ok, or if they are coming from some organized source with a biased and probably financial interest in derailing something that might be good for the country as a whole. These types of interests should not be allowed to anonymously lobby the public at large.

If the opposition to the healthcare plan is being generated by selfish corporate interests, the public should have a right to know that.

Thus the administration appears to be acting with an interest in consumer protection here.
