By the way is this street illegally occupied by zombies? Meaning is the driver legally ok? Zombies just jumped in the street and it was not pedestrian zone?

There's a sub-section of the highway traffic act that explicitly states zombies are permitted to jaywalk when they feel the need to feed.

driver went to a police station and was not arrested.....nothing wrong with making sure you do not end up being killed by those zombies and deciding to drive through them

Rodney King was not beaten by the mob that would be Reginald Denny who beat him to within an inch of his life. The now infamous Damian "do you want a brick today" Williams was caught on tape introducing his head to a brick than celebrating along with several cohorts. Denny just in the wrong place when the riots broke out.
