None of those were wars. Only Congress can declare war and the declaration of war has legal ramifications and places the entire nation on a war time footing. Congress has not declared war since WWII. All of those were military engagements and for the most part, minor military engagements. BTW, you forgot Korea.

Vietnam and Gulf Wars were clearly wars, even if war was not officially declared.

Some of the countries on this list we've never had troops in, such as Pakistan or Libya. (A raid by a handful of troops to snatch a single person is clearly not a war or even a military police action - it's a raid.)
