Instead of a direct signup, try the FCP referrer link of a sponsor. (For instance AWEmpire).

With Payoneer, the terms / accepted country list used to be different if you signed up under different programs. Probably the same for FCP. No guarantees, but worth a try.

They are a mess though in my opinion with all these different set of rules, limitations, and incompatibilities. I prefer Paxum.
