It should come as no surprise at all. Trump is insane.

What surprised me is removal of a sitting US President using the 25th amendment was considered twice - both times against Reagan.

Twenty-fifth Amendment to the United States Constitution - Wikipedia

The 25th Amendment specifies what must happen when the position of president or vice president is left vacant for any reason.

Section 1 says that if a president dies or resigns, the vice president will take their place.

Section 2 states that if the vice president can no longer serve for any reason, the serving president will nominate a candidate, which the House and Senate must approve.

Section 3 explains the process by which a president may leave temporarily, and who is to take his place on such occasions.

Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.

Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. Did you know the 25th amendment was almost used on Reagan? His own staff almost removed him from office, it literally came down to one meeting where he "came back to normal" so they didnt vote to remove him...
