Even though I have previously endorsed them, DO NOT use exoclick, and their pop CPM is the worst around

adsterra gives the best cpm rates for usa traffic - 3$ for me.

Careful with adsterra, they were redirecting my mobile traffic on certain geos and claiming it was 'rogue advertiser' - yet they have been known to do this for years... this was banner js code, not sure if the same can be done with popunder code.

Decided to jump in the conversation. I’ve just checked the freshest rates from all networks and there are the highest-paying networks for pops: JuicyAds, ExoClick, AdsTerra, TrafficForce, Clickaine, PopCash
But I’d personally recommend to test all of them until you realize which one pays off exactly for you.

Their pops also redirect to malware sites from what I've heard
