At the bottom - "WHAT DOES IT HAVE TO DO WITH ANYTHING?"

Probably something from CapCut at a guess, but I'd like to get similar to use in GIMP...

I tried searching "Bold White Caps With A Border And Imperfections" but have had no joy - Cheers!
