How do you register a offshore gambling biz?
Someone said even selling raffle tickets on or offline if its not for a benefit or non-profit is gambling?

Yep, sure is except in certain states. Any kind of offshore gaming license will cost you at least $50K, plus the software; maybe $100K if you are lucky, plus all kinds of wild hosting and if you are resident or citizen of the USA, regardless of where you actually live, you will be prosecuted like crazy. Nice idea but forget it!

Wherever you are a legal resident are the laws you need to follow. Gambling laws tend to change by state from what I've noticed. i.e. in Florida it says any bets placed by wire is illegal.

It is an incredibly expensive undertaking but can be done. Look at Full Tilt Poker. It is so obvious that Howard Lederer, Phil Ivey and others make a ton of cash and own the company.

They have just decided to take a risk because of the massive profits involved and so far have not been prosecuted. Many others have not been so lucky.

you could go the white label route. But you will have to give up around %30 + extra on the processing fees to the operator.

If you are looking stand alone operation you are looking at around 300k for start up.

CR is the best for attaining a license but be careful which company you choose. You will have to deal in incompetence and delay after delay.
