A quick look at the source code suggests it is built using movabletype. With regards to the gallery and comment system perhaps look at the plugin repository although the extra features may be custom made as epitome says.

the funny thing is you cannot even upload with your iPhone on this site .. but I'm sure there is a script out there for image and comment and able to upload from iPhone your image
