When they came close to peace, Rabin was assassinated and it wasn't the Palestinians who did that.
Israel is occupying Palestine, it's up to Israel to control those groups. Heck, the Palestinian authority can't even keep the streets safe from gangsters, you expect them to be able to defeat extremist groups? Once there's a Palestinian state and an actual government then yes I'd expect the government to control those groups. Israel itself was created thanks to terrorism.

The US $ helps Israel but Egypt is also given $2 - 3 billion per year also. They have not rivalled Israel's success.
